The visit aimed at finding models to help improve rural schools in the country. SEAMES later adopted Ban Pru Wai Primary School as a pilot project of SEAMEO community involvement. During his trip to the Philippines, H.E. Mr Sukavich Rangsitpol was conferred an Honorary Degree of Doctor of Education by the Philippine Normal University. On 16 September 1996, while in Jomtien Beach, Education Minister Sukavich Rangsitpol gave his view on the issue:[1][2]

I strongly believe that, as a citizen of the world, any person has the right to learn and should be entitled to have access to education according to their competency and needs. It is essential that the government provide educational services that respond to the people's needs. Education, therefore, has to be organized in such a way that people from all walks of life can participate in educational activities at levels and times of their preference. All sort of boundaries, be their gender, age, socio-economic status, physical or mental disabilities have to be eliminated. To achieve this, we have to distinctively promote continuing and lifelong education, the form of education which is responsive to individual needs and preferences. With educational facilities and a variety of educational programs available, people can make use of the learning centre as a place to acquire technical skills or knowledge adaptive to their work and daily life activities.

The Minister of Education launched a series of education reforms in 1995. The aim was to enhance the quality of education from 1995 to achieve educational excellence by 2007.

The objective of education reform is to create learning individual, organization, and society. An educated person or the authentic learning outcome should possess the following abilities and characteristics which are based on Thai cultural heritage and appropriate level of education: good physical and mental health, critical thinking, intellectual inquisitiveness, professionalism, sense of responsibility, honesty, self-sacrifice, perseverance, team spirit, adherence to democracy, and love for king, country, and religion.

According to UNESCO, Thailand education reform has led to the following results: 1) The educational budget increased from 133 billion baht in 1996 to 163 billion baht in 1997 (22.5 percent increase)

2) Since 1996, first grade students have learned English and computer literacy.

3) The professional advance from teacher leve1 6 to teacher leve1 7 without having to submit academic work for consideration was approved by the Thai government

4) There has been drawn up education policy to raise the standards of education from pre-primary to tertiary education.

5) Free 12 years education for all children provided by the government. The free 12 year education was in The 1997 constitution and that was the first time Thailand had give access to education for all citizens.

6)The Education Reform Project involved about 20,000 schools.[5]

On January 25th, Suraporn Danaitangtrakul, a Deputy Education Minister, proposed that the Institute set a new criteria to bar people with "improper personalities," but not certain groups such as homosexuals. Anjaree, a lesbian group in Thailand, supported Mr. Saraporn's ideas but said the term "improper personalities" needs to be more clearly defined. Furthermore, members of Anjaree are working with other human and civil rights groups to request that the ban be dropped and that an anti-discrimination clause be added to the charter of the colleges. They are currently planning a conference to discuss opposition to the ban. In a recent positive development, the Commission on Justice and Human Rights of the Thai Parliament has discussed the matter and decided that the ban goes against human rights principles.

Economic, social, political,environmental and population development in Thailand have created a series of problems that must be addressed addressesed by education.

His Excellency Mr. Sukavich Rangsitpol,Minister of Education of Thailand, launched the current education reforms. The main aim of education reform is to enhance the quality of education from 1996 until educational excellence is achieved by the 2007.

In a paper presented at the Second UNESCO-ACEID[1] [2] International Conference in 1996 entitled New aspirations for education in Thailand. Towards educational excellence by the year 2007,[3] His Excellency Mr. Sukavich Rangsitpol laid out his plans for education in Thailand. According to Professor John Cogan (Professor of Education, University of Minnesota, USA) and Professor Derricott, Ray (Director, Centre for Continuing Education, University of Liverpool) in Citizenship for the 21st Century: An International Perspective on Education, Rangsitpol saw education as "the instrument for human development, creating peace for mankind and national security".[4]

The new education system can be best characterized as a learning network concept of educational provision.

It is a network in which each segment of the society may have its own unique, self-sufficient learning mechanism suitable for each community, yet remaining an integral part of national development perspectives. It is a drastic shift from uniformity and centralization to diversity and self-governance.

The reform thus requires four major strategic components: the reform of learning, and the reform of management, both of which are aimed at capitalizing individual and community potentials.

The other two are schools reform and teacher reform

Existing operational approaches have been revised and amended with the view to mitigating or eliminating problems and enhancing the quality of education until educational excellence is achieved in the year 2007. 1) The educational budget increased from 133 billion baht in 1996 to 163 billion baht in 1997 (22.5 percent increase)

2) Since 1996, first grade students have learned English and computer literacy.

3) The professional advance from teacher leve1 6 to teacher leve1 7 without having to submit academic work for consideration was approved by the Thai government

4) There has been drawn up education policy to raise the standards of education from pre-primary to tertiary education.

5) Free 12 years education for all children provided by the government. The free 12 year education was in The 1997 constitution and that was the first time Thailand had give access to education for all citizens.

I have reverted the article to an older, more neutral, better-sourced version. For an educational reform that was supposed to produce excellence a decade ago, I'd like to see independent sources that assess its success and provide context. The proposed text is just fluff without substance. It's a list of vague goals, but how were those goals supposed to be reached? Were those goals reached? 5) There has been a clear policy on providing 12 years free education for all children.

There are about 20,000 schools under the Education Reform Project. These schools were required to improve their school environment and encourage the local community to be involved in school administration and management.

The content about the LGBT ban cited a reliable source, this one. It explicitly gives the Sukavich Rangsitpol quote. I rather don't think we can suppose that they misattributed someone else's quote to Sukavich Rangsitpol. Only one of three headlines mentioned in the book gives Sukavich's name; have you actually looked up the articles themselves? In 1996,There are about 20,000 schools involved in the Education Reform Project. These schools were required to improve their school environment and encourage the local community to be involved in school administration and management . [1]

In 1997, Thailand has implemented School-based management (SBM) policy in 1997 to overcoming a crisis in Thailand education system. [2]

Thailand Schools was using Schools based Management System through out Thailand.All schools has their own budget that they can buy Computers ,English language or Science laboratories equipment ,reconstruction or hiring depending on each school priority.
