Am I allowed to delete any out-of-date or no longer needed content from a talk page I created?

- @BEDownes - You may delete or archive content on your user talk page, but content of other talk pages may only be archived, not deleted (with a few defined exceptions such as obscenity or copyright violations). See WP:ARCHIVE for guidance on how to set up an archive for an article talk page, or tell us which page it is then an experienced editor can do it for you.
