My advise is: go to the deletion discussion and show how this paper passes the WP:NOTABILITY criteria. It is almost impossible for a paper to pass them before publishing, and even having published an issue is not a guarantee of notability. In particular, the Wikipedia:Notability (periodicals) criteria is being refined currently - see if your publication would pass it. --Piotr Konieczny aka Prokonsul Piotrus| talk 16:43, 2 May 2010 (UTC)
