The Rail Futures Institute (RFI) is an advocacy group based in Melbourne, Australia, which promotes the improvement of railways in Victoria as a solution to the state's transport challenges. Established in 2013 [1]and describing itself as a non-partisan forum for industry experts,[1] the RFI has released several high-profile reports criticising the pace of rail development and outlining alternative proposals for extensive addition to and improvement of the existing network.

InterCity[edit]

The first of RFI's publications to receive widespread attention was a report released in September 2016 titled InterCity: How regional rail can rebalance population growth and create a 'State of Cities' in Victoria, which proposed a major investment in Victoria's V/Line regional rail network to encourage decentralisation from Melbourne and economic growth in regional centres such as Geelong, Ballarat and Bendigo. Launched at RMIT University by former deputy Prime Minister and long-time proponent of rail Tim Fischer, the report concluded that investment was urgent because of the massive population growth expected in the following 25 years.
