Lennox Pierre was a Trinidad and Tobago solicitor and advocate for the steelband movement.[1]: 24 


After clashes between police and Carnival bands during Canboulay in 1881, and renewed outbreaks of violence in 1883, the [legislative council?] passed [enacted?] the Peace Preservation Ordinance of 1884 which allowed the governor to prohibit "torch processions, drumming, dances, and assemblies of ten or more persons with sticks".[1]: 22
