Hi SounderBruce, review follows: Article created 13 November; article exceeds minimum length; article is fully cited inline; no copy vios or close paraphrasing detected; the hook fact is interesting, however the "smart city" part is cited here but not in the article (it is only mentioned in the lead); QPQ done.
