Serik Tolbassy (Kazakh: Серік Қарабекұлы Төлбасы; born September 17, 1965) is a Kazakh entrepreneur,[1] philanthropist,[2][3] founder of the TS Development group of companies, the Serik Tolbassy Qory Charitable Foundation (founded in 2007), and the Tennis League TS Private Foundation (founded in 2022), the regional trustee of the educational fund «iQanat» (Turkestan region).

Biography[edit]

Early life and education

Serik Tolbassy was born in Kzyl-Orda, Kazakh SSR on September 17, 1965. At the age of six, his family moved to Shymkent, where he attended School No. 40 named after Alpamys Batyr. During the years 1984–1986, Serik served in the air defense forces, holding the rank of sergeant in the missile forces.

In 1989, Serik graduated with honours from the Alma-Ata Institute of Railway Transport Engineers, specialising in Industrial and Civil Engineering. Following his graduation, he joined the same institute as a junior researcher in a bridge-building laboratory.

Serik pursued advanced studies at the Central Research Institute of Building Structures. V. A. Kucherenko in Moscow, Russian Federation, from 1990 to 1992. During this time, he engaged in postgraduate studies.

Business

In 1992, Serik founded the TS Development group of companies.

Between 1992 and 2020, the TS Development group completed the construction of an 485,000 square meters of commercial real estate. These ventures required a total investment of 624 million US dollars.

The group's portfolio includes construction in Almaty, such as the Crystal Air Village cottage town, the Fidelity fitness centre, the construction of the western highway from Shalyapin Street, the prestigious Aelita and Bukhar Zhyrau Towers residential complexes, as well as the Ken Dala business centre, and the Atyrau Plaza in Atyrau. Additionally, the group develop and managed shopping and entertainment centres such as Sputnik and Dostyk Plaza in Almaty, and Shymkent Plaza in Shymkent, and cinema theatres Cinemax in Almaty and Shymkent.[citation needed]

In September 2020, Serik's deep commitment to the field led to the establishment of TSPM consulting company (TS Property Management). As the founder and chairman of the Board of Directors, Serik continues to drive the company's success, bringing his extensive expertise and visionary leadership to the forefront.

Wealth

As reported by Forbes magazine, Serik holds the 34th position in the 2023 list of the wealthiest businessmen in Kazakhstan. As of May 2023, his assets are valued at 220 million US dollars. In 2022, Serik was listed at the 3rd spot in Forbes’ ranking of the top 10 largest real estate tycoons in Kazakhstan.[4]

Public and charity activity

Tennis

In 2020, Serik established the Tennis League TS Private Foundation, serving as the foundation for the subsequent formation of the Tennis League TS, also known as TLTS. 1

Serik Tolbassy Qory Foundation

In 2007, Serik established the Serik Tolbassy Qory Foundation, a charitable organisation dedicated to supporting initiatives in healthcare, education, sports, and culture. T foundation introduced the StartTime Crowdfunding Platform in 2016.

Since 2018, Serik has served as the Regional Trustee of the Turkestan region of the Republic of Kazakhstan for the iQanat Foundation.

In 2018, the Serik Tolbassy Qory Foundation provided support to the musical project of Yerkesh Shakeyev. [citation needed]

In 2020, during the global COVID-19 pandemic, the Serik Tolbassy Qory Foundation donated 25 million Kazakhstani tenge to the Public Health Department of Almaty, specifically allocated for the procurement of rapid tests for COVID-19 detection and the acquisition of ventilators. 2

The Serik Tolbassy Qory Foundation initiated a musical project titled "Planet". 3

In 2021, the Foundation allocated over 100 million Kazakhstani tenge for the construction of a series of sports grounds in Shymkent. 4

In 2023, the Foundation became the official partner of the First Kazakhstan Wheelchair Tennis Cup. As a result of the Kazakhstan Cup, a national team was formed to participate in an international tournament held in Alghero, Italy.

Personal life

Serik Tolbassy married his wife Gulnara Tolbassy (Baiturayeva) in 1990. They have 4 children together: Alisher Tolbassy, Alikhan Tolbassy, Alua Tolbassy, and Armanzhan Tolbassy.

Awards and honours[edit]

Serik has been recognised for his outstanding contributions and achievements with several prestigious awards and honours. In 2015, he was bestowed with a departmental award and order of the badge of honour «Kurmet kurylysshy». The following year, in 2016, he received a commemorative medal in celebration of the 25th anniversary of Kazakhstan's independence. [citation needed]

In 2018, Serik received the "Astana 20 years" anniversary medal, commemorating the two-decade milestone of the capital city. Additionally, he was recognized as an Honorary Citizen of the city of Skymkent in 2019. [citation needed]

In 2021, Serik's remarkable achievements were acknowledged once again as he was awarded the esteemed «Parasat Order», a symbol of his outstanding service to the nation. Additionally, he was bestowed with the honorary status of «Parton of the Year» in Shymkent, Kazakhstan, reaffirming his influential role in supporting various charitable endeavors and initiatives in the city.
