Serik Tolbassy (Kazakh: Серік Қарабекұлы Төлбасы; born September 17, 1965) is a Kazakh entrepreneur[1], philanthropist[2][3], founder of the TS Development group of companies, the Serik Tolbassy Qory Charitable Foundation (founded in 2007), and the Tennis League TS Private Foundation (founded in 2022), the regional trustee of the educational fund «iQanat» (Turkestan region).

Biography[edit]

Early life and education

Serik Tolbassy was born in Kzyl-Orda, Kazakh SSR on September 17, 1965. At the age of six, his family moved to Shymkent, where he attended School No. 40 named after Alpamys Batyr. During the years 1984-1986, Serik served in the air defense forces, holding the rank of sergeant in the missile forces.

In 1989, Serik graduated with honours from the Alma-Ata Institute of Railway Transport Engineers, specialising in Industrial and Civil Engineering. Following his graduation, he joined the same institute as a junior researcher bridge-building laboratory, showcasing his early passion and dedication to his field.

Continuing his pursuit of knowledge, Serik pursued advanced studies at the Central Research Institute of Building Structures. V. A. Kucherenko in Moscow, Russian Federation, from 1990 to 1992. During this time, he engaged in a rigorous postgraduate course, further deepening his understanding and expertise in the industry.

Business

In 1992, Serik embarked on a new chapter in his entrepreneurial journey by founding the TS Development group of companies.

Over the span of 1992 to 2020, the TS Development group successfully completed the construction of an impressive 485,000 square meters of commercial real estate. These ventures required a total investment of 624 million US dollars.

The group’s portfolio boasts a diverse range of projects that have significantly contributed to the urban landscape. Notable accomplishments in Almaty include the Crystal Air Village cottage town, the Fidelity fitness centre, the construction of the western highway from Shalyapin Street, the prestigious Aelita and Bukhar Zhyrau Towers residential complexes, as well as the Ken Dala business centre, and the Atyrau Plaza in Atyrau. Additionally, the group has successfully developed and managed iconic shopping and entertainment centres such as Sputnik and Dostyk Plaza in Almaty, and Shymkent Plaza in Shymkent, and cinema theatres Cinemax in Almaty and Shymkent.

In September 2020, Serik’s deep commitment to the field led to the establishment of TSPM consulting company (TS Property Management). As the founder and Chairman of the Board of Directors, Serik continues to drive the company’s success, bringing his extensive expertise and visionary leadership to the forefront.

Wealth

As reported by Forbes magazine, Serik holds the 34th position in the 2023 list of the wealthiest businessmen in Kazakhstan. As of May 2023, his assets are valued at 220 million US dollars, according to the same source. Furthermore, in 2022, he secured the 3rd spot in Forbes’ ranking of the top 10 largest real estate tycoons in Kazakhstan.[4]

Public and charity activity

Tennis

In 2020, Serik established the Tennis League TS Private Foundation, serving as the foundation for the subsequent formation of the Tennis League TS, also known as TLTS. The primary objective of the TLTS is to foster the growth of amateur tennis and elevate the standards of men’s doubles play in Kazakhstan. The TLTS strives to enhance skill levels and promote the overall development of the sport. 1

Serik Tolbassy Qory Foundation

In 2007, Serik established the Serik Tolbassy Qory Foundation, a charitable organisation dedicated to supporting impactful initiatives in healthcare, education, sports, and culture. Notably the foundation introduced the StartTime Crowdfunding Platform in 2016, aimed at empowering startups and fostering innovation through financial backings and resources.

Since 2018, Serik has served as the Regional Trustee of the Turkestan region of the Republic of Kazakhstan for the iQanat Foundation. As a Regional Trustee, he actively contributes to the implementation of social and educational initiatives that support rural schoolchildren and teachers. Serik’s dedication to the foundation’s mission has made a positive impact on the lives of many in the Turkestan region.

In 2018, the Serik Tolbassy Qory Foundation provided support to the musical project of Yerkesh Shakeyev, a talented musician. As part of the project, Yerkesh Shakeyev released an album titled «Celestial» in the neoclassical genre. The album featured captivating compositions performed by renowned British pianist John Lenehan. This collaboration between Yerkesh Shakeyev, John Lenehan, and the Serik Tolbassy Kory Foundation showcased the Foundation’s commitment to promoting and nurturing artistic endeavors in Kazakhstan.

In 2020, during the global COVID-19 pandemic, the Serik Tolbassy Qory Foundation played a crucial role in the fight against the coronavirus outbreak. Demonstrating its commitment to public health and welfare, the Foundation swiftly responded to the urgent call for assistance to support medical institutions. With a generous donation of 25 million tenge, the Foundation contributed to the Public Health Department of Almaty, specifically allocated for the procurement of rapid tests for COVID-19 detection and the acquisition of ventilators. 2

Continuing its commitment to environmental consciousness, the Serik Tolbassy Qory Foundation initiated a captivating musical project titled «Planet». Driven by the global impact his project served as a poignant reminder for humanity to nurture and protect our planet. The aim was to raise awareness about the importance of environmental sustainability and the need to cherish our natural resources. 3

In 2021, the Foundation furthered its dedication to community well-being by allocating over 100 million tenge for the construction of a series of sports grounds in Shymkent. These meticulously designed facilities not only encouraged physical activity and sportsmanship, but also underscored the significance of connecting with nature and promoting a holistic approach to personal and environmental health. 4

In 2023, the Foundation became the official partner of the First Kazakhstan Wheelchair Tennis Cup. As a result of the Kazakhstan Cup, a national team was formed to participate in an international tournament held in Alghero, Italy. The foundation provided support to the Kazakhstani team by becoming its official sponsor.

Personal life

Serik Tolbassy married his wife Gulnara Tolbassy (Baiturayeva) in 1990. They have 4 children together: Alisher Tolbassy (1991), Alikhan Tolbassy (1997), Alua Tolbassy (2003), and Armanzhan Tolbassy (2009).

Awards and honours[edit]

Serik has been recognised for his outstanding contributions and achievements with several prestigious awards and honours. In 2015, he was bestowed with a departmental award and order of the badge of honour «Kurmet kurylysshy». The following year, in 2016, he received a commemorative medal in celebration of the 25th anniversary of Kazakhstan’s independence.

In 2018, Serik was honoured with the distinguished «Astana 20 years» anniversary medal, commemorating the two-decade milestone of the capital city. His significant contributions to the community led to his recognition as an «Honorary Citizen of the city of Skymkent» in 2019, a testament to his dedication and commitment to the development of the city.

In 2021, Serik’s remarkable achievements were acknowledged once again as he was awarded the esteemed «Parasat Order», a symbol of his outstanding service to the nation. Additionally, he was bestowed with the honorary status of «Parton of the Year» in Shymkent, Kazakhstan, reaffirming his influential role in supporting various charitable endeavors and initiatives in the city.
