Ir. Bernardus Djonoputro MM IAP (born October 16, 1963) is an Indonesian city planner, business practitioner, as well as an expert in infrastructure financing and urban development. As a senior practitioner with a global exposure throughout his career, Bernardus served at the top management positions at various leading multinational consulting firms, including Deloitte..[1], EY,[2] and PwC. Bernardus was appointed by the Governor of West Java, Ridwan Kamil, as the Chief Executive Officer of the Rebana Metropolitan Management Agency since April 27, 2023[3].

Education[edit]

Bernardus attained St. Aloysius High School in Bandung. He then pursued a degree in Urban and Regional Planning at Bandung Institute of Technology (Institut Teknologi Bandung (ITB)). During his time on campus, Bernardus, or call in-short for Bernie, actively participated in various student movements and activities. He served as the Chairman of Iota Tau Beta in 1983, which was a program involving nearly 1,500 freshmen at ITB, and also held the position of Chairman of the Pangripta Loka Planning Student Association in 1986.

Bernardus further pursued a Master's degree in Business Management at the Binus Business School and is currently a doctoral candidate at the School of Strategic and Global Studies, University of Indonesia.

Career[edit]

Bernardus began working even before his studies had completed. During his final year in the Urban and Regional Planning program at ITB, he worked in Australia as a communication staff member at the Indonesian pavilion in World Expo 88 in Brisbane for nearly a year. He then continued working as a junior intern at the Brisbane City Council's urban planning department in Australia. Upon returning to Indonesia to complete his undergraduate education, Bernardus started his business career at American Express Bank 34 years ago. He subsequently held various management positions in infrastructure development, financing, and regional development companies. This includes serving as a Commissioner at PT Jababeka Infrastruktur, Managing Director at PT Nusantara Infrastructure[4][5][6], and Chief Representative at Hawkins Infrastructure New Zealand. Prior to that, he served as a Director at PricewaterhouseCoopers (PwC)[7]. In 2016, he became the Country Head of Infrastructure at Deloitte Infrastructure Advisory[8][9][10], and most recently, was at Ernst & Young (EY)[11][12].

Aside from his professional life, Bernardus is actively involved in social activisms, including in the Solidaritas Profesional untuk Reformasi (SPUR), a movement of professionals supporting student movements during the 1998 reform era. Bernardus served as the Chairperson of the SPUR fundraising event called "Three Shot to Death," which was a collaboration of SPUR and the late Harry Roesli that was held at the Hilton Hotel in 1998. The event was a fundraising initiative to support the first publicly held student political activities.

Bernardus’ also has his records within the bilateral cooperation. In 2017, he served as the Chairman of the Expert Panel Team for Indonesia at the Secretariat of the Belt & Road Initiatives of the Coordinating Ministry for Maritime Affairs. In 2021, he became the Co-Leader at EY for Katalis, which is the Australian-Indonesian Government Economic Partnership within the Australia Indonesia Comprehensive Economic Partnership (IA-CEPA). Another bilateral forum he was involved in included serving as a Trade Advisor for East Asia in New Zealand.

Additionally, he is a Faculty & Fellow at the Salzburg Global Seminar[13][14], a global think-tank based in Salzburg, Austria. He also serves as the Vice President of the Eastern Region Organization for Planning and Human Settlements (EAROPH)[15], a United Nations-affiliated organization in the field of planning and human settlements. Furthermore, he is a Fellow at the Australia Indonesia Center based in Melbourne[16]

Bernardus has extensive experience in managing public infrastructure companies, integrated with assets in toll roads, water, ports, and energy. He has been involved in numerous national strategic projects, including Public-Private Partnership (PPP) projects and vital infrastructure projects. This includes serving as a team leader in various transactions and project preparations such as the LRT and Modern Urban Transport Project in Medan, the South and East Jakarta Waste Processing Facility Project, the Project Management Unit for PPP at the Ministry of Finance, the Kertajati National Strategic Airport Project, and the development of the Sabang Ocean Port and Bitung Port.

In planning works, Bernardus served as an urban planner and reviewer for the Concept Masterplan of the New Capital City Ibu Kota Nusantara” (IKN). He has also been involved in the revision of the West Java Provincial Spatial Plan, the Jakarta 2030 Spatial Plan revision, and the preparation of the Masterplan for Makassar, and contributed to the completion of the W1 Elevated Toll Road in West Jakarta, and the preparation of PPP projects such as the Lampung Clean Water Project, the Indonesian Multifunctional Satellite PPP and the preparation of PPP Indonesia's Modern Land Information System.

In the field of education, Bernardus is currently serves on the Investment Committee and Advisory Board of the Sustainable Business Development and Fund Agency (BPUDL-ITB)[17]. He also a member of the Advisory Board at the School of Architecture, Planning and Policy Development, Bandung Institute of Technology (SAPPK ITB)[18]

CEO of The Rebana Metropolitan Management Agency[edit]

Bernardus Djonoputro was appointed by the Governor of West Java, Ridwan Kamil, as the first Chief Executive Officer of the Metropolitan Rebana Agency.[19][20] This cross-regional metropolitan management agency is one of the first of its kind in Indonesia, mandated by Presidential Regulation No. 87 of 2021 on Accelerating the Development of the Rebana Region and the Southern Part of West Java. Its task is to manage coordination and facilitate investments and the implementation of national strategic projects in the second-tier areas within the metropolitan region, including the City of Cirebon, Cirebon Regency, Indramayu Regency, Subang Regency, Majalengka Regency, Kuningan Regency, and Sumedang Regency.

Metropolitan Rebana was inaugurated following the President’s Decree No. 87 of 2021 and the Governor’s Decree of West Java Ridwan Kamil No. 84 of 2020[21]. The Rebana Metropolitan Area encompasses throughout more than seven local government administrations, including the cities of Cirebon and the regencies of Cirebon, Majalengka, Subang, Kuningan, Indramayu, and Sumedang. Currently, the Rebana Metropolitan Area is home to more than 10 million inhabitants and covers an area of over 42,000 hectares, consisting of 13 industrial zones.

Metropolitan Rebana is a strategic area connected to major national infrastructure such as the Trans-Java toll road, double-track railway lines, the Patimban national port, and is linked to the Kertajati International Airport and West Java Aerospace. Rebana is also host to no less than 20 major National Infrastructure Priority Projects, including dam projects, waste-to-energy projects, water projects, and transportation projects.

The Indonesian government has planned 234 trillion rupiahs for priority infrastructure projects, with the expectation of achieving 6.7% economic growth and creating 4 million new jobs in the next decade.

As the CEO of Rebana Metropolitant Agency, Bernie acts as the coordinator of investments, spatial planning, and regional development in the area, working in collaboration with the Governor, Mayors, and Regents of the seven local governments.

Previously, Bernie served as a Senior Advisor to the Governor of West Java[22], the largest province in Indonesia with a population of 50 million.
