Iceland should be gray. It is listed at the bottom of https://immigration.gov.vu/index.php/visa-unit/visa-exempt with other countries that "cannot obtain a tourist visa upon arrival".

I was personally burnt by the misleading Wikipedia entry (corrected now) and misleading map... Oh well, got to Vanuatu a week later and had a great visit :)
